Vienna Convention and the Montreal Protocol
The Vienna Convention and the Montreal Protocol, which was signed on September 16, 1987, is the first collective action to protect the planet that has the approval of all countries of the world, as a unified strategy that addresses a common environmental problem resulting from the arrival of short ultraviolet waves in a large concentration to the Earth’s surface, which threatens the safety of the environment and human health.
Egypt paid great attention to the issue of preserving the ozone layer, when it participated in a key role in the negotiations that led to the signing of the Vienna Convention and then the Montreal Protocol under the leadership of the venerable scientist Dr. Mustafa Tolba, The former head of the United Nations Environment Program, who is rightfully considered the godfather of this protocol, and Egypt was the number seven country
in the order of signatories and ratifications of this protocol, which has more than 197 parties to it. Egypt was also a founding member of the Executive Committee of the Multilateral Ozone Fund during the period From 1990 until 1992, then Egypt gained the confidence of the countries party to the protocol, where Dr. Omar Al-Areni was chosen to take over the responsibility of managing the fund for the first ten years of the establishment
of the multilateral fund, which provides funding for developing countries to provide material and technical support in order to help them fulfill their obligations to eliminate the use of materials depletion of the ozone layer in accordance with the timetables established by the Montreal Protocol.
In this regard, the Ozone Unit has issued many brochures, publications and short films to raise awareness of national obligations towards the Vienna Convention and the Montreal Protocol, as well as introducing ozone-depleting substances and environmentally friendly alternatives.
