Since Egypt is a non-producing country of ozone-depleting substances, but these substances are used in various industrial and agricultural sectors, the Egyptian government has established the Egyptian program for the protection of the ozone layer, which included a draft of general decisions and rules to implement Egypt's obligations towards the Montreal Protocol. Within the scope of this program, which was approved in October 1992, programs and projects began to be implemented to gradually eliminate ozone-depleting substances in all sectors at the national level. A permanent national ozone committee was also established by Ministerial Resolution No. 93 of 1993, which was updated by Ministerial Resolutions No. 26 of 1998, No. 80 of 2013, and Ministerial Resolution No. 143 of 2017 to assist the Environmental Affairs Agency in setting the necessary controls and general policies to ensure the implementation of Egypt's obligations towards the Montreal Protocol without compromising development programs or affecting the priorities set by the state in order to achieve sustainable development.
